The PY25.2 TACFI Notice of Opportunity (NOO) is now accepting submissions!
Small businesses and government partners – be sure to check eligibility requirements and guidance documents. Access to the submission documents and submission upload link is available only to government partners. There will be two selection cycles during the Notice of Opportunity window. To meet the selection cycle 1 suspense, packages must be submitted no later than noon ET on January 3, 2025. Selection notifications for cycle 1 will occur Q1 2025. Package submissions after this date will be considered for selection cycle 2, which will occur following the window closing at noon ET on March 31, 2025. In an effort to help bridge the “Valley of Death” between Phase II and Phase III, the Ventures program has developed the Strategic Funding Increase (STRATFI) and Tactical Funding Increase (TACFI) Programs. Small businesses that have been awarded a Phase II contract within the last two years are eligible to apply for this annual notice of opportunity. The program requires various levels of matching funding and avenues for Defense and/or Industry matching, depending on the program sought.
Eligibility Requirements
Phase II efforts must meet ALL of the following criteria to be eligible for STRATFI/TACFI consideration.
- Company is considered a Small Business Concern (SBC) and is eligible for a SBIR/STTR award.
- SBC is on an active SBIR/STTR PII or completed their SBIR/STTR PII within two years of Capability Package submission.
- The subject PII effort has not already been awarded a second (AKA “sequential”) PII
- At least 90 days have passed since the beginning of the associated SBIR/STTR PII execution.
- SBC is not executing a prior STRATFI effort at the time of submission.
- Anticipated work is to be performed in the United States.
Submission Process
In order to submit a STRATFI/TACFI request, a website application has been created to collect submission information, communicate review status, and aid in expediting the review process. It is important you follow the outlined steps below.

Note: A save feature has been built into the online application submission. Your application will save after each entry, and a Unique Identifier (UID) number will be generated after the submission has been completed.
Submission is to be completed by Government POC only.
Incomplete submissions will not be considered.
