IMPORTANT UPDATE: Effective 1 October 2025, SBIR/STTR program authorization has expired. New activity is paused; ongoing awards remain valid. Awardees are encouraged to contact their TPOCs and contracting officers with questions regarding active awards.
Small Business Concerns (SBCs) must meet ALL of the following criteria:
- Company is considered a SBC and is eligible for a SBIR/STTR award.
- SBC is on an active DAF SBIR/STTR Phase II (P2) or completed their P2 within two years of Capability Package submission.
- The subject P2 effort has not already been awarded a second (“Sequential”) P2.
- At least 90 days have passed since the beginning of the associated P2 execution.
- SBC has not already been awarded a prior STRATFI or is not executing a prior STRATFI effort at the time of submission. (A SBC may be awarded only one STRATFI during its lifetime. A company may submit a STRATFI Capability Package if currently executing a TACFI effort at the time of submission, unless that TACFI effort was awarded as a second (“Sequential”) P2, or the proposed STRATFI is unrelated to the current TACFI).
- Anticipated work is to be performed in the United States.
