The Customer Memorandum (CM) is a non-binding document. As such, it is neither a Memorandum of Understanding (MOU) nor governed by DoDI4000.10, which requires legal review. The CM conveys the DAF or Joint customer’s/end-user’s interest in helping to transition your technology to the warfighter.
