Foreign Risk Evaluation (FRE) Program
Protecting American Innovation
The Department of War’s Foreign Risk Evaluation (FRE) Program replaces the previous SBIR/STTR Due Diligence Program. The updated program strengthens the review of potential foreign security risks involving small businesses applying for Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) funding.
Established under the Small Business Innovation and Economic Security Act of 2026, the program uses updated risk assessment criteria to evaluate foreign ownership, affiliations and other relationships that could pose national security concerns. These reviews help safeguard sensitive technologies and federally funded research.
Small businesses should review the current FRE requirements and applicable solicitation instructions before submitting proposals.
